State Government constituted a permanent State Health Agency (SHA) to carry out all activities with regard to implementation of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana-Karunya Arogya Suraksha Padhathi (ABPMJAY-KASP) in the state. As per order GO.(Ms)No.71/2020/H&FWD dated 24/04/2020 State Health Agency was constituted as a Society under Travancore – cochin Literary Scientific & Charitable societies Act 1955. The area of operation of the Society shall be the whole of the State of Kerala.

Aims and Objectives

The aims and objectives of SHA are to undertake and support the implementation of projects/ prograrnmes / schemes for the health care for the poor and their families in the State of Kerala generally and especially to those who are below the poverty line (BPL). In particular, the Objectives are:

To provide health care cover to the BPL and their families under the Karunya Arogya Suraksha Padhathi and also in alliance with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana to those families including all its members figuring in the Socio -Economic Caste Census (SECC) database under the deprivation criteria specified or any additional categories as may be decided by Government of India from time to time under AB-PMJAY and will also include all members deemed eligible by the Government of Kerala on the parameters identified by them.

To provide health care cover to all existing enrolled RSBY beneficiaries.

To provide healthcare cover to all sections of the society under AB-PMJAY -Karunya Arogya Suraksha Padhathi announced by the State Government.

To identify and negotiate with consultants of repute for implementation of any project of the Central Government or the State Government towards minimizing heavy expenditure on medical care and hospitalization of the citizens which is a major insecurity leading to their poverty.

To identify, formulate health benefit packages, implement and support implementation of all projects aimed at the welfare of people in Kerala as decided by the Government of Kerala

To provide technical, financial or other assistance for the formulation of programs meant for health care delivery of the people.

To utilize CSR/Philanthropic funding for specific health issues which are uncovered by Ayushman Bharat -Pradhan Mantri Jan Arogya Yojana (ABPMJAY) Karunya Arogya Suraksha Padhathi (KASP)

To co-ordinate with various Departments and agencies of the Central or State Govemment, Financial institutions, Health Insurance Providers, Health Service Providers, Cooperatives or Non-Governmental Organizations (NGOs) for implementation of any project meant for the health care cover of the people of the State as decided by the Government of Kerala.
